History

The JMSDF Sasebo District Force (海上自衛隊佐世保地方隊) is one of five regional district forces of the Japan Maritime Self-Defense Force — with Yokosuka, Kure, Maizuru and Ōminato — headquartered at Hirase-machi on the former Sasebo Chinjufu grounds in Sasebo, Nagasaki Prefecture. It was formed on September 16, 1953 under the Safety Agency's Coastal Safety Force and became part of the JMSDF when the Defense Agency and Self-Defense Forces were created on July 1, 1954. Its area covers the waters off western Kyushu and the south-western islands, from Yamaguchi Prefecture westward on the Sea of Japan side and from Kagoshima Prefecture southward on the Pacific side, with base units at Shimonoseki and Okinawa and training, supply and support units.

Sasebo has been a naval port since the Imperial Japanese Navy's Sasebo Naval District (佐世保鎮守府) was established in 1889 as the third of four naval districts responsible for defending the Japanese home islands. After the Navy's dissolution in 1945 the harbour was taken over by U.S. forces as U.S. Fleet Activities Sasebo, a key logistics base in the Korean War. The 1950 Former Naval Port Cities Conversion Law designated Sasebo, Yokosuka, Kure and Maizuru as peaceful industrial port cities, but with rearmament the old ports resumed a defence role, producing today's arrangement in which the JMSDF and the U.S. Navy share the harbour.

Legally the JMSDF is a postwar organisation with no institutional continuity with the Imperial Navy. In practice the district force occupies the former naval district's land and some of its facilities, performs the same geographic mission of defending Japan's western waters, and drew many former naval personnel in its early years, so it is commonly described as the functional successor to the Sasebo Naval District.

The district force operates the JMSDF Sasebo Museum "Sail Tower" as its public relations and historical preservation facility. Opened in 1997 on the site of the Sasebo Suikōsha naval officers' club, part of whose structure is incorporated in its lower floors, it documents the naval heritage of Sasebo from the bakumatsu naval training school and the 1889 naval district to the present-day JMSDF, and admission is free.
