京都府宇治市的戰時工業地景，範圍遠遠超出今日的自衛隊駐屯地。1894年，陸軍在黃檗的火藥庫旁設立臨時的火藥製造所並開始運作，1896年正式開所，成為宇治火藥製造所。經過歷次擴建，其設施最終涵蓋了今日京都大學宇治校區所在的土地以及黃檗一帶。各類火藥與炸藥的生產，一直持續到1945年日本投降為止；大阪枚方的香里製造所最初就是這裡的分廠。
留存至今的地標之一，是1895年建造的磚造水塔。它原有的水槽已於1981年拆除，1994年又增建了展望部分，因此今日的外觀輪廓，是早期工業構造物與後來改造的結合，不能完全視為戰時的原貌。戰後，工廠先經過佔領軍的接收與民間的利用，其後一部分土地成為自衛隊的補給基地，其餘區域則轉作大學等不同用途。
宇治駐屯地至今仍是運作中的軍事設施。官方舉辦的開放日活動，偶爾提供了接觸營內歷史建築的機會，但不應以為平時可以不受限制地進入。駐屯地的正門可以從京阪電車黃檗站一帶前往。有意參觀者，應留意駐屯地公布的開放活動資訊，並依當次公告的開放範圍與規定行動。
本條目地圖所標示的，是舊製造所範圍之中屬於駐屯地的部分，位置僅為約略；它既不是水塔經過測量的精確位置，也不是工廠的完整邊界。對於走訪宇治一帶的旅人而言，這裡為一個通常令人聯想到寺院與茶的地區，增添了一層具體可感的工業與軍事歷史。平等院與宇治上神社所在的宇治川畔，距離這處火藥工廠遺址並不遠；兩者並置，正說明近代的軍需生產如何進入一座以古都文化聞名的城鎮，並在戰後以營區與校園的形式留下痕跡。
