History

The Seki underground factory occupied tunnels in Kannon-yama near the historic post town of Sekijuku. It was a dispersed armaments facility of Suzuka Naval Arsenal, used in 1945 to produce ammunition for aircraft machine guns while reducing exposure to air raids. Its role was ammunition production, not aircraft assembly.

Mie Prefecture's war-history catalogue records 183 machine tools installed in the tunnels. The machinery was removed after the war. The surviving entrances therefore indicate an industrial workplace that once operated beneath the hillside, rather than a complete production line preserved for visitors. Official accounts differ in their tunnel totals, so no single total is adopted here.

The surrounding landscape is now Kannon-yama Park, with walking routes, recreation facilities and older Buddhist stone images. The contrast between these recreational uses and the former industrial tunnels helps explain how a wartime dispersal landscape became part of an ordinary public park. The city's current tourism material includes the factory remains in a walking itinerary and illustrates the barred entrances.

Normal viewing is from outside. Collapse hazards have led to entrances being sealed, and park access does not imply permission to enter the tunnels. The approximate marker represents Kannon-yama Park in Seki-cho Shinjo, using a named park map point rather than a surveyed tunnel entrance or the full underground network. Follow local signs when approaching the remains.
